The City Clerk is the official keeper of the records for the City which includes but is not limited to intergovernmental agreements, ordinances, resolutions, minutes of Board meetings and all other legal documentation in regards to the actions of the City of Cahokia Heights. Records retention, storage, and destruction are functions of the City Clerk. The Clerk is also appointed as the Freedom of Information Act (FOIA) and Open Meetings Act (OMA) officer for the City.
MISSION STATEMENT
The mission of the Clerk’s Office is to provide accurate, efficient and professional administrative assistance to all residents, businesses, and visitors; while maintaining a responsible commitment to preserving the heritage of our community.
The goals and objectives of the City Clerk are to ensure quality service through the following:
- Encourage ethical and legal behavior; as well as respect and care for all individuals
- Provide efficient service with integrity, honesty, and availability
- Timely returns of Freedom of Information Act (FOIA) requests
- Effective communication
- Timely completion of Board Minutes
- Timely dissemination of Information
RESPONSIBILITIES OF CITY CLERK OFFICE
The Cit Clerk is an elected official that performs duties provided by the laws of the State of Illinois and the Ordinances of the City. Listed below are specific powers, duties, and responsibilities of the City Clerk:
- Illinois Notary Public
- Processes Licenses including Licenses for Liquor, Vending Machine, Peddlers, and Solicitors
- Issues Pavilion Permits
- Processes Business Applications for Business Licenses
- Attends all meetings of the Board of Trustees as required by law, takes minutes of its full proceedings and maintains a record of minutes
- Publishes Ordinances, Resolutions and other documents required by law in a systematic order for easy reference
- Deputy Registrar
- Attests and seals all municipal documents
- Maintains custody and control of all Village documents which are not assigned to the custody of some other officer
- Receives nominating papers and certifies names of all candidates entitled to be printed on the Election Ballot
